Dob in your neighbour

Indeed one could dob in a neighbour for all sorts of jolly offenses. This could revolutionise 'justice'. Under a new bill of rights (paying homage here to some article I saw many years ago in some satirical magazine or other), it could be directed that 'No one shall be found guilty unless a police officer says that he/she did it'. This went on to suggest that no sentence over 10000 years could be imposed, and that any cruel or unusual punishment must be televised. This was based around the US model, but you get the idea. The important thing is to be denouncing one's neighbours all day long (and twice on Sundays).
